- Performance Measurement: The applicant must have a plan for measuring and reporting project performance.

- Performance Measurement: a plan for measuring and reporting project performance.
- Matching Funds: requires matching funds, and the percentage of matching funds required may vary depending on the specific funding opportunity.
- Budget and Financial Plan: a detailed budget and financial plan that outlines the total cost, amount of funding requested f, and the sources of matching funds.
